Preheat oven to 375ºF
Mash beans in a large bowl.
In a food processor, add carrot, broccoli, onion and garlic and chop finely.
In separate bowl, mix together egg, tomato paste and spices.
Stir together egg mixture, mashed beans and chopped veggies with the panko and quinoa. Add panko and quinoa slowly to make sure you get the right consistency to form patties. It may take less then you have there.
When you have a nice consistency, form 8 patties and place on baking sheet.
Bake for about 10 minutes on each side and enjoy!
